在社会经济政治活动过程中,管理者就是用文化将其中所体现的社会制度和社会结构让社会成员的意识所认可,并以此来制约社会成员的意识和行为,从而实现并维护其利益。而这些制度和结构的维系不仅仅需要政府、军队、法律这些强制性构件,更需要以世界观、价值观和道德等文化软件来助推。建立专门机构、采取有效方式和手段,对社会成员进行思想意识的灌输和渗透,从而使个体的思想意识自觉接受社会主导思想意识的制约,这样可以达到有效社会控制的目的。

In the process of social economic and political activities,the managers make social system and social structure recognized by members of society through culture,which also embodies the former,to restrict the social member＇s consciousness and behavior.Thus their interests would be truly realized and maintained.To safeguard the systems and structures,not only the mandatory elements such as the government,the army and the law are needed,but also the culture software such as the outlook,the values and the morality are needed as the boost power.Establishing specialized agencies and exerting effective measures to conduct ideology indoctrination and permeability to the social members can achieve the purpose of social control.
