欲使"治理"从流行"话语"转变为社会"实在",实现国家治理能力的现代化转向,必须区分基于控制的秩序、基于竞争的秩序及基于合作的秩序,把握社会互动过程中人的互赖性、能动性及人际互动网络的非中心化,实现社会权力的生成与运用方式从暴力、金钱向知识的转换及社会的组织化,推动政府从管治到服务、从顾客到公民、从命令到承诺、从集权到分权等方面进行变革。总之,重识秩序、合作网络、权力共享与政府变革是国家治理能力现代化转向的四维进路。

In order to transform ＂governance＂ from the popular ＂discourse＂ to social ＂reality＂,and achieve the modern steering of the national governance ability,we must distinguish the orders which are based on con- trol,competition and cooperation,and grasp the human social mutual reliance,initiative and the decentraliza- tion of interpersonal networks. In this way,the creation and application way of social power can be trans- formed from violence and money to knowledge. At the same time,it can promote government from control to the service,from the customer to the citizens,from command to the commitment,from centralization to decen- tralization and so on. In short,emphasizing the order,cooperative networks,power sharing and government reform attribute to the four - dimensional routes of the modern steering of the national governance ability.
