The Path Choosing of Modernizing China's Governance under“Strong State-Strong Society ”Model

政党、国家和社会是政治发展的基本逻辑变量,三者之间关系的良性变迁和动态平衡是政治发展的实质和内在要求。"强国家-强社会"模式是国家-社会关系中的最佳状态,能够充分发挥社会各种力量参与到国家治理过程中。中国治理的基本主题是现有国家治理体系如何应对社会快速变迁产生的大量社会问题,这决定了国家治理现代化的治理理念转变和治理主体多元化。因此,"强国家-强社会"模式与国家治理现代化的内在耦合性决定了后者的构建要以前者为目标导向。为此,根据中国政治发展的历史逻辑和现实选择,在推进国家治理的现代化进程中,中国共产党的领导是根本、政府转型是关键、社会组织培育是基础,将各种社会力量参与到国家治理中,以形成一个高效、有活力的网络化治理结构。

Political parties, state and society are the basic logical variables, and their relationships＇ optimum change and dynamic balance are the essence and inherent requirement of the political development. ＂Strong state-strong society＂ model is the best state of the relationship between state and society, which can give full play to all of the social 1 forces in governance. The basic theme of China＇s governance is how to deal with a large number of social problems caused by the rapid social changes for the existing national governance system, which determines the transformation of the governance idea and diversification of governance management of modernizing China＇s governance. Therefore the internal coupling oF＇strong state-strong society＂ model and modernizing China＇ s governance determines the former should be seen as the goal orientation of the construction of the latter. In conclusion, based on China＇s political development logic, steps, including strengthening the leadership of the communist party of China, establishing an effective government, cultivating vigorous social organizations, should be taken to involve them in modernizing China＇s governance so as to build a highly efficient, dynamic network governance structure.
