论安全机制缺失视阈下的东北亚安全治理

Lack of Security Mechanism v.s the Security Management in Northeast Asia

基于对21世纪以来东北亚地区安全局势的基本理解与分析,结合21世纪东北亚地区安全局势变化的演变历程,可以认为东北亚地区存在着相当严重的安全机制建构缺失。从传统安全和非传统安全层面对东北亚地区安全机制缺失中的安全状态进行评估,可以形成对东北亚地区安全治理以及安全机制建构的相对全面的认知。通过互信互利的同步实现、建构共识性认知与实现安全困境破解是重构东北亚地区安全机制,进而达到较高程度的安全治理的必要过程与条件。

The analysis of changes of the security situation in Northeast Asia since the 21st century herein shows a serious lack of security mechanism construction in this region. The reconstruction of security mechanism is subject to the realization of mutual trust and benefit, consensus agreed and solution to the security dilemmas. Thus the conditions and progress of a higher level security management could be developed accordingly.
