企业视角的公共部门信息价值分析

Analysis of Public Sector Information Value from the View of Enterprises

公共部门信息蕴含巨大的经济价值和社会价值。通过调查统计与数据分析,发现企业最认可公共部门信息能平抑决策风险、促进企业技术创新、降低生产成本等价值,私营企业、信息产业和科技服务业对公共部门信息价值认可度最高,信息部门人员数量和信息基础设施投入与公共部门信息价值认可度正相关等结论。为最大化地实现公共部门信息价值,应完善信息法律法规,保障企业与公共部门之间的信息对称和合理流动;对公共部门信息进行商业性增值开发,为企业高效决策提供依据;完善许可机制,降低企业成本;加强企业信息化建设,提升企业采纳公共部门信息的能力。

Public sector information （PSI） contains enormous economic and social value. Based on the investigation and analysis, the author finds that： （1）PSI can mostly reduce the decision risk, promote the technology innovation and save the production cost from the view of enterprises; （2）PSI value are widely accepted by Private enterprises, Information Industries and Scientific Technology Services; （3）The number of information department staff,the information infrastructure investment and the approval of PSI value are positively related. To maximize the value of PSI, the author suggests that we should improve the rules and regulations to ensure the information symmetrical and reasonable flow between enterprises and public sector; exploit and re-use PSI to raise the efficiency of enterprise decision; improve the licensing mechanism to reduce the cost of access to PSI; strengthen the enterprise informatization to enhance the ability of PSI adoption.
