我国当前由中央命令推动对口支援工作的方式上升到采用法律制度规范对口支援,以法律的形式确定对口支援各方的权利义务,建立市场经济条件下的对口支援互利共赢局面,确立以政府引导、市场主导为模式的对口支援机制,规范政府的行为,更好促进对口支援资金按照市场规则有效运行,实现支援帮扶措施在经济效益和辐射效应的最大化。
