提高对口援藏有效性的途径研究——基于农牧民需求的视角

Research on the Approach to Promoting the Effectiveness of Hand-in-hand Aid in Tibet:A Perspective Based on the Demand of Farmers and Herdsmen

现行对口援藏模式在充分满足农牧民需求和提升资金的使用效率上仍存在不足,严重削弱了对口援藏的有效性。提高对口援藏的有效性应同时从援藏资金与项目向民生倾斜、向农牧民倾斜的体制机制建设,广泛吸纳农牧民参与援藏项目建设,对口援藏资金与资源的统筹机制建设以及对口援藏法制化与规范化建设等四条途径采取相应可操作性强的对策措施。

There are still many deficiencies of existing mode of hand-in-hand aid in Tibet in the fully meeting the demand of farmers and herdsmen and the improving efficiency of funds,which severely weakened the effectiveness of hand-in-hand aid in Tibet.Promoting the effectiveness of hand-in-hand aid in Tibet should also take corresponding operational measures from four ways which including improving the mechanism with propensity to the people＇s livelihood and farmers and herdsmen,strengthening the implementation mechanism widely involving the farmers and herdsmen in project and funds of hand-in-hand aid in Tibet,establishing the mechanism of coordinating assistance funds and resources and the construction of legalization and standardization of hand-in-hand aid in Tibet.
