西南民族地区政府行为对金融资源配置的影响

Research on Local Government Behavior and Allocation of Financial Resources in Southwest Ethnic Region

中国的分权化改革激励了地方政府的积极性和活力,同时也存在一定的负面激励效果。在总结前人研究的基础上,首先对地方政府干预地方金融资源配置的动因进行分析,然后以客观数据为依据,讨论西南民族地区地方政府干预金融资源配置的客观原因,分析干预后导致的经济后果,构建了一个基于地方政府行为的金融资源配置问题的理论分析框架,为决策制定者提供经验证据和政策建议。

Decentralization reform in China has inspired the enthusiasm of local government and vitality,at the same time also has certain negative incentive effect. On the basis of summarizing the predecessors＇ research,first of all,,this paper analyzes the motivation of local government＇intervention in allocation of financial resources,and then based on objective data,discusses behavior model of local,government and credit allocation of resources in southwest national area,analyzes the intervention results on the allocation of financial resources by local government,builts a theoretical framework for the financial allocation problems on behavior of local government, to provide empirical evidence and policy recommendations for decision makers.
