摘要
食用农产品安全被称为"从田间到餐桌"的系统工程,是食品安全的重要保障。《食品安全法》第四章对食用农产品安全作了相应规定,特别是第35条规定:"食用农产品的生产企业和农民专业合作经济组织应当建立食用农产品生产记录制度。"这对农村非营利组织在食用农产品安全中所应承担的责任作出了明确规定,也是对以往有关农产品安全立法的重大突破,但并不能有效地规制农产品安全,我们应当对农村非营利组织在食用农产品安全中所应承担的责任加以完善,以实现人们对农产品的放心食用。
Food safety of agricultural products,known as the system engineer of“from farm to fork”,is an important guarantee of food safety. Chapter IV of“Food Safety Law”offers the appropriate provisions on food safety. Article 35, in particular, stipulates that “economic organizations including enterprises and specialized farmer cooperatives of the edible agricultural production should establish edible agricultural production records system.”In other words,the rural non-profit organizations should bear the responsibilities that should be made clear in the food safety of agricultural products. The clear stipulation of this liability is also a major break?through,but it is not able to effectively regulate the safety of agricultural products. It is necessary to improve relevant rules and regulations on the responsibilities that rural non-profit organizations should shoulder for food safety of agricultural products in order to achieve the goal of farm products being safe to eat.
