以创新推动产业向中高端水平发展

一、经济增长的阶段性变化要求加快形成推动技术创新的体制机制从过去几年经济运行的情况看，中国经济增长正在发生阶段性变化。2007年以来，无论是季度还是年度增速都出现大幅回落。季度同比增速从2007年第二季度14．8％回落到2014年第一季度的7．4％，增速下降一半；年度增速从2007年的14．2％回落到2013的7．7％，下降6．5个百分点。经济增速由过去两位数高速增长转向7．5％左右的中高速增长表明，中国经济已经进入换挡期，不仅经济增速大幅回落，更重要的是经济增长动力的转换。
