试论以上海自贸试验区为契机推动浦东新区政府职能转变

Take China( Shanghai) Pilot Free Trade Zone as an Historic Opportunity to Accelerate the Transformation of the Pudong Government Functions

上海自贸试验区是打造中国经济"升级版",积极探索经济和社会全面改革的"试验田",以政府职能转变为核心的行政体制改革也由此上升为国家战略。上海自贸区挂牌成立以来,已陆续推出了工商登记、负面清单管理、海关监管模式创新等一系列切实转变政府职能的新举措,有力推动了经济转型发展和功能提升,也实现了浦东"先行先试",为其他地区提供经验借鉴的目标。因此,浦东新区应充分发挥紧邻自贸区的地缘优势,以自贸试验区功能建设和制度创新为契机,从探索大区域管理模式下的政府职能转变,提升浦东政府公共服务效率和服务质量,推动金融、贸易等管理体制创新,打造国际人才高地,建立和完善社会信用体系,以及改革推进机制新突破等方面,加快推进自身的行政体制改革,打造浦东经济"升级版"。

Next, Pudong should fully exert the geopolitical advantage of adjacent to the Shanghai FTZ, take its opportunity of the functional construction and system innovation, speed up the Pudong＇s own administrative reform and establish Pudong economic ＂upgrade version＂ from the perspective of the government functional transformation under a large area management, upgrading Pudong government＇s public service efficiency and quality, promoting the financial and trade management system innovation, building the international talents highland, optimizing the credit system, and the new breaking of reform promoting mechanism, etc.
