利益非一致性与农民工社会保障市民化的政策支持研究

Study on Interests Inconsistency and Policies to Aid Citizenization of Migrant Workers' Social Security

由于政府、企业和农民工"三方主体"之间的利益非一致性,农民工市民化进程中面临社会保障供给不足。因此,需要从农民工农村退出、城市进入和社会融合这一市民化过程来构建一个涵盖政府、企业和农民工的"三方主体"支持农民工社会保障市民化的模式,并通过政府政策支持完善三方主体利益的协调与均衡。具体政策建议如下:以土地流转增值收益提升农民工分摊社会保障市民化成本的能力;发展农村社会保障制度,引导农民工主动有序退出农村;健全城市劳动力市场准入与合约制度,保障农民工的合法权益;打破社会保障的二元体制,加快农民工社会保障市民化进程。

The interests of the government, the enterprises and the migrant workers are inconsistent, this causes the insufficient supply of social security in the urbanizing process of the migrant workers. Therefore, the mode of aiding citizenization of migrant workers＇ social security, which involves the above mentioned triple agents, should be constructed. This needs to be considered from the urbanizing process of migrant worker＇s seceding from rural areas, entering city, and ultimately achieving social integration with citizens. Also, this process should improve the coordination and equalization of interests among triple agents with policy supports. Specifically, the policy suggestions are ： to promote the ability of sharing costs of citizenization of migrant workers＇ social security through with the incremental revenue of rural land＇s turn-over; to develop social security in rural area to guide migrant workers to secede from rural area orderly; to improve urban labor market access and contract system to protect migrant worker＇s legal rights; to break down the dual system of social security to enhance the process of citizenization of migrant workers＇ social security.
