“人”的城镇化背景之下的农村新型社区治理研究——以成都市温江区为例

Research on the New Rural Community Governance under the Urbanization Background——Case Study on Wenjiang District in Chengdu

作为快速城市化进程与中国独特基层社会管理体制相结合的产物,各地蓬勃兴起的农村新型社区正在成为集聚和承接各类农业转移人口及城市流动人口的重要空间。本文在对于成都市不同农村新型社区类型进行分析并结合在成都市温江区展开实地调研的基础上,提出了农村新型社区未来治理方向及发展对策:积极探索构建"三社互动"的社区服务管理新机制;以居民服务需求为导向,推动实现"复合共治"。

The new rural communities is the combination results of rapid urbanization and China＇s unique system of social management at the primary; And the new rural communities is the main carrier to accumulate and undertake various agricultural transfer population and urban migrants. Based on analyzing of different types of new community in Chengdu, and combining with the investigation and research on the new rural communities in Wenjiang district, this paper proposes governance methods of the new rural community and development strategy, that is building new management mechanism for interaction the social workers, community organizations and community actively, guiding by the demands of residents, and compositing governance.
