Definition of Non-lethal Weapon and Its Significance

非致命武器是近年来各国军警界最为热门的话题,其中涉及非致命武器的概念一直存在多种观点,至今没有形成统一的认识,这将对我国非致命武器警用配备工作的进一步开展形成较大的制约。非致命武器的概念可界定为:依法安全使用时能使人员暂时失去抵抗力而不剥夺其生命或者使装备、设施和设备失去功能的专门武器。同时,应弄清楚与非致命武器概念有关的两个争议问题,其概念的界定对我国警用配备有重要意义。

In recent years,non-lethal weapon has become a hot issue in the police and military circles of many countries.However,people have multiple views about the concept of non-lethal weapon and no unanimous view has formed yet,thus causing a big obstacle for the police to employ non-lethal weapons in China.The concept of non-lethal weapon can be defined as ＂a special weapon,if applied legally and safely,can temporarily deprive a person＇s resistance rather than his life,or make some equipment and facilities lose their functions ＂.Meanwhile,two controversial issues related to the concept of non-lethal weapon should also be clarified and the proper definition of non-lethal weapon is significantly meaningful to the equipment of police weapons.
