本文界定了创新集群的概念与特征,分析了创新集群的形成动因与形成条件,指出创新集群形成的根本动因在于创新主体的"有向选择",并根据市场和政府在创新集群的形成和发展中作用不同,将创新集群的形成方式划分为自组织形式与他组织形式,并结合我国实际综合分析两种形成方式的差异,对于创新集群建设提供参考。

This article defines the concepts and features of innovation clusters, analyzes the tormatlon or innovation clusters and formation conditions, points out that the ＂directed choose＂ of innovation main body is the fundamental driving force of innovation clusters. According to the different effect of the market and government in the formation and development of innovation cluster, the innovation cluster mode is divided into self-organization formation and his organization formation, the difference between two kinds of cluster mode is analyzed combining with our country actual situation, the reference for the construction of innovative clusters is provided.
