公益性与积极性均衡是公立医院改革的价值取向。本文提出公立医院改革实现公益性与积极性均衡的三种思路,即宏观思路、中观思路和微观思路,力图找到公益性与积极性均衡的有效路径,为当前我国公立医院改革提供参考。

The balance of public welfare and p ositivity is the value of public hospitals reform. This paper propose three ideas on balance of public welfare and positivity welfare in public hosptals, the idea of macro, meso and micro thinking ideas. And try to find an effective way to balance the public welfare and positivity, and provide a reference for the current public hospitals reform.
