摘要
对美国伊利诺伊州的幼儿保育投入政策"儿童保育资助计划"和幼儿教育投入政策"所有儿童的幼儿园计划"的介绍和分析显示,这两项政策对我国各省市建设和完善学前教育经费投入机制有诸多的启示,主要包括应注重学前教育财政投入效益,将经费用于最有需要的群体或最重要的方面;应赋予民办园获得财政投入的机会,对普惠性民办园按生均标准进行补贴;幼儿教育的成本分担比率应与幼儿家庭状况挂钩;在政策实施的过程中,应充分吸收民间第三方力量;对幼教市场的调控应采取引导家长消费的方式,避免单纯限价。
This article did a thorough analysis and comparison on the Child Care Assistance Program and the Preschool for All Program of the state of Illinois of USA and obtained the following implications for the early childhood investment reform in China: focus the investment on the children or the areas in need and improve the effect of investment; provide opportunities for private programs to apply for public investment and fund qualified programs based on each child's cost; correlate the ratio of share of cost with families' status; when implementing investment policy, use the third-party forces.
