山东省环境规制效率时空格局演变及影响因素

Influence Factors and Temporal-Spatial Evolution of Environmental Regulation Efficiency in Shandong Province

运用SE-DEA和EVIEWS6.0模型对山东省环境规制效率及影响因素进行探究,得到以下结论:12000—2012年山东省环境规制效率整体呈上升趋势,但具有波动性;2山东省环境规制效率逐渐由东高西低的空间格局演变为相对均衡的空间格局,但淄博、枣庄和德州等市的环境规制效率仍然较低;3经济发展水平、环境保护力度、工业化水平、产业类型以及利用外资水平等是山东省环境规制效率的影响因素。其中,经济发展水平和利用外资水平与环境规制效率显著正相关;而环境保护力度和工业化水平与环境规制效率显著负相关。研究表明,发展循环经济、提高环境准入门槛、制定差别化区域环境政策等是提高山东省环境规制效率的主要措施。

Environmental regulation efficiency is the main indicators of environmental regulation effect, and it is the evaluation index of coordinated development of environment and economy. Shandong Province is a big province of industry and environment, and its environment problem is serious. SE-DEA and EVIEWS6.0 model is used in this paper to explore the environmental regulation efficiency and influence factors. The conclusions were as follows： ①Environmental regulation efficiency of Shandong Province was increase fluctuant during 2000 to 2012; ②Spatial pattern of environmental regulation efficiency varied gradually from east west high low to relative equilibrium, but environmental regulation efficiency in Zibo, Dezhou and Zaozhuang City was still low; ③ the level of economic development, the environment protection, the level of industrialization and the level of utilization of foreign capital were the influence factors of environmental regulation efficiency in Shandong Province. Among them, the level of economic development and FDI had a notable positive correlation with Environmental regulation efficiency, the environment protection and the level of industrialization had a notable negative correlation with Environmental regulation efficiency.Research showed that developing circular economy, improving environmental barriers to entry and making differential regional environmental policy are the main measures to improve the environmental regulation efficiency of Shandong Province.
