The modernization of government system and capacity of Customs administration represents the profound shift from ＂ administration＂ to ＂ governance＂ in Customs. Customs is an important link in the national governance system. The level of management and administration in import and export is directly related to the promotion of the modernization of the national governance capacity. The modernization of Customs governance system and capacity reflects the wisdom and latest trend in the modern Customs administration, and thus concerns the success and failure of Customs reform in future. Meanwhile, it is also the objective requirement to implement the Decision of the third plenary session of the Central Committee of CPC. As an indispensable process to realize Customs modernization, the modernization of Customs governance system and capacity is also the essence of comprehensive Customs reform. Taking the law-abiding governance as the foundation, reform as the engine, supervision as the guarantee and coordination as the trend is the strategy and way to comprehensively push ahead the modernization of Customs governance system and capacity.
