中国现代化经历了从文盲充斥人口大国到人力资源大国再到人力资源强国的跨越式发展。教育现代化是全面现代化的先导,中国对美国的教育追赶,是人类历史上速度最快、规模最大、教育的先导性作用最为明显的一次追赶,这为中国全面追赶和超越美国奠定了最重要的总人力资本基础。中国需要加速发展高中阶段教育和高等教育,尤其是研究生教育,进一步缩小与美国差距,到2020年,接近美国水平,基本实现教育现代化,进入人力资源强国行列,到2030年,主要教育发展指标达到或超过美国水平,实现更高水平教育现代化。

The great-leap-forward development of China＇s Modernization steps from illiterate country with large population to a country with human resources, then to a country rich in human resources. It is the fastest, largest convergence in mankind history for China＇s catching up with America that also presents the most obvious leading role of education. Rich human resources make the most important basis of China＇s modernization. In the future, China needs to enhance the development of senior secondary education and tertiary education to decrease the differentiation from America. By 2020, China will be very close to America level, basically achieve the lower level of educational modernization, and become a country with rich human resources. By 2030, the main education development indicators will meet or exceed the level of the United States, and China will achieve a better level of modernization.
