摘要
受经济、社会、文化尤其是地理、气候、环境等因素的影响,贫困地区教育发展相对落后,是我国教育现代化发展的短板。为此,亟待建立一套既能反映贫困地区教育发展的实际水平,又能体现国家教育现代化总体设计思路的评价指标体系。为实现这一目标,需要将公平而有质量的教育作为其指导思想,重点关注促进公平、资源配置、发展水平和进步程度四个方面,突出具体指标的可测性与通用性。
By economic, social, cultural, and especially because of the influence of such factors as geography, climate, environment et., the development of education in poverty-stricken areas is relatively backward and an important restricting element of Chinese education modernization. Therefore, it is necessary to establish a set of evaluation index system which can reflect the real level of education development in poverty-stricken areas, and closely follow the developing steps of overall national education modernization. In order to achieve this goal, the design of the evaluation index system should pay attention to these contents that it need to be fair and the quality of education as its guiding ideology, focus on four aspects of the promoting fairness, resource allocation, development level and progress degree, and highlight the specific indicators that can be testability and generality.
