摘要
本文在研究城乡教育一体化与教育现代化关系、国家义务教育投入体制和有关城乡一体化重大政策的基础上,提出了具有改革导向价值的城乡教育划分方法,提炼出了城乡教育一体化的关键要素和评价指标。通过分析中国城市化率与义务教育投入城乡倍率发展趋势、已经城乡一体化的发达国家和地区城乡教育的表现特征,寻求城乡教育一体化的定量评价标准。开展城乡教育一体化评价能够促进重大政策落实、强化公平价值取向。
This paper studies the relationship between education urban-rural integration and education modernization. Secondly, it studies the national investment on compulsory education system and major policies related to urban-rural integration. Thirdly, it proposes a reform-oriented method for dividing urban and rural education, as well as extracts the key elements and evaluation of education urban-rural integration. Also, this paper analyzes the development trend of the investment on urban and rural compulsory education ratio during urbanization, Based on the study of the performance characteristics of developed countries and areas which have achieved urban-rural integration, this paper finds a quantitative evaluation of education urban-rural integration. It will promote the implementation of major policy, so as to strength the fair value orientation.
