城乡一体化进程中的空间隔离及其法制应对——以空间正义为视角

城乡一体化的持续推进逐步打破了"城乡两元"结构下的宏观空间隔离,但发生于城镇之中的微观空间隔离却正悄然滋生。进城农民在居住空间和社会空间上的边缘化和孤立化即是此种微观空间隔离的表现。城镇之中的空间隔离强化了城乡居民之间的社会距离,固化了城乡居民之间的社会分层,形成了"城市两元"的排斥性社会结构,与城乡一体化空间正义目标之间有明显的背离。从法制层面来看,城乡一体化进程中空间隔离的消减,需要通过确立空间正义的法律目标,健全以混合居住为核心的城乡规划法律制度以及进一步推进农民权利发展等措施加以应对。
