城市经济发展运行绩效评价研究——基于重庆市的实证

Research on the Efficiency Evaluation of City Economic Development——Based on Empirical Research in Chongqing City

以重庆城市经济发展为例,从投入产出系统的角度,采用数据包络分析方法 ,选取资本、土地和人员等资源要素作为城市经济系统的输入要素,以地区生产总值和地方财政收入作为产出要素进行经济运行绩效评价,探索城市经济运行效率产生差距的原因,通过效率分解全面了解影响城市经济运行效率的技术因素和规模因素,研究发现造成城市经济运行DEA效率不高的原因来源于技术无效和规模无效两个方面。在城市决策中,可以针对不同类型的原因提出相应的对策来有效推动城市发展效率的提升。

Taking the economic development of Chongqing city as an example, selecting the capital, land and human factors as input elements of economic system of the city, with GDP and local fiscal income as output elements of system of the city, the eco-nomic performance was evaluated from the perspective of input-output system by DEA methods, and the reasons for the differ-ences in the city economic operation performance were explored, and the impact on the city economy efficiency by technical fac-tors and scale factors was obtained. The results show that the reason of low DEA efficiency of the city economic operation system is mainly caused by two aspects of technical inefficiency and scale inefficiency. The corresponding measures should be taken to promote the efficiency of city development based on the different types of problems in the city decision.
