对近期“东突”势力频繁活动的警务视角分析与应对策略 被引量：3

摘要 "东突"恐怖势力在2011年后再次出现频繁活动,根据国际恐怖活动"四个浪潮"学说来判断,这是"东突"恐怖势力随着"宗教"型恐怖活动浪潮整体陷入衰退过程中的挣扎表现。警方在谨慎控制其活动影响和后果的同时,更应关注其所表现出的新特点和发展趋势。在对近期发生的十余起涉恐案件进行分析的基础上,以完善现有警务反恐策略为目标,建议以柔性治本的社区警务反恐措施为核心,以高压震慑警务措施为配合,从6个方面对现有警务反恐措施进行完善,以期在对恐怖活动猖獗态势有效打压的同时,实现对日常社会面涉恐因素的缓解与消除。
