上海市小客车管理政策研究

Policies on Passenger Car Management in Shanghai

小客车管理政策是城市交通政策的核心内容之一,结合上海市新一轮交通发展白皮书的编制对相关政策进行研究。简要回顾了上海市小客车额度拍卖政策的演进历程,在综合分析小客车管理相关政策实施效果基础上,重点分析了小客车管理政策面临的问题。对上海市小客车增长的潜在需求进行调查和分析,结合城市路网容量和环境容量研究,提出上海市小客车的增长容量限制。最后,从额度拍卖政策调整、外省市号牌车辆通行管理、停车需求管理、经济和环境策略等方面提出上海市小客车管理政策的优化建议和发展方向。

Managing passenger car ownership is one of key elements of urban transportation policies. With the new edition of“Shanghai Metropolitan Transportation White Paper”, this paper discusses car man-agement policies in Shanghai. By briefly reviewing the policy evolution process of the city’s license plate auctions, the paper analyzes the implementation results of related policies on car management, and particu-larly examines several problems facing the car management policies. Based on the survey on the potential car ownership growth, and a study on urban roadway network as well as the environment tolerance in Shanghai, the paper proposes a cap on the car ownership growth. Finally, the paper provides suggestions on the car management policies and development in several aspects：adjustments on auction quota system, non-local vehicle travel control, parking demand management, and economic and environmental strategies.
