基于大学章程的高校院系领导体制及其运行机制

The Management System in Universities under the University Charter and the Working Mechanism

文章基于教育部新近核准的15所大学的章程,分析了在大学治理结构中的校院(系)两级管理体制特色,明晰了不同大学中党政共同负责制的院(系)管理体制形式,指出基于中国元素的大学章程的院系管理就是"集体领导,分工负责,共同治理"。同时,结合地方本科高校院系运行特点,指出了基于闽江学院大学章程的党政共同负责制的院系管理做法。

Based on the charters of 15 universities newly approved by Ministry of Education, the paper makes an analysis of the features of the administrative systems at the level of university and departments. It has been pointed out that they generally belong to a system with Chinese characteristics：shared governance of the party committee and the administration, i.e.“collective leadership, division of labour with individual responsibility and shared governance”. And lastly, a management system of university and departments has been proposed for Minjiang University after a careful analysis of local universities.
