目前我国经济社会正处于转型时期,社会失业问题日益凸显,城镇失业的结构特征也发生了显著变化。通过对我国城镇失业人口产生的基本根源、存在的表现形式、呈现的结构特征和变化趋势等方面进行深层次的全面剖析,并据此从发展经济、教育培训、人力资本投资、就业服务体系和劳动保障等方面提出缓解城镇失业问题的政策建议。

At present,the economic social of China is in the period of transformation,the unemployment problem has become increasingly prominent,the structure characteristics of urban unemployment have undergone significant changes. A deep comprehensive analysis of the basic root cause,unemployment population existing forms,the structure characteristics and variation trends,and accordingly the urban unemployment problem and the policy suggestions are put forward from the aspects of economic development,education and training,human capital investment,the employment service system and labor security.
