摘要
目前,我国社会正面对未富先老的严峻挑战,探索低龄老年人力资源的开发已成为应对老龄化问题的新途径。在论述低龄老年人力资源开发的可行性和必要性的基础上,提出了构建老年人力资源开发的思想基础、加大对低龄老年人力资源的投入、改革退休制度和实施弹性工作时间、积极开展老年人社区服务活动以及构建低龄老年人力资源开发的运行机制等措施。
At present, our society faces the challenge of people’ s being old before rich. To explore the way of developing human re-sources of old people with relative low age has become a new path to cope with the aging problem. Based on discussing its feasibility and necessity, this paper gives measures such as building psychological base of old people’ s resources development, enlarging input of human resources of old people with relative low age, reforming retirement system and implementing elastic working time, positively de-veloping community service activities for the old and constructing operating mechanism of developing human resources of old people with relative low age, etc.
