新型农村社区建设中保障农民权益的对策研究

Safeguarding the Rights and Interests of Peasants in the Construction of New Rural Communities

新型农村社区建设是我国破除城乡二元结构、推进城镇化的一次有益探索,主要是通过对部分农村自然村的统一规划和整合,引导农民告别原有的生产和生活方式,建设类似于城镇社区但又有自身特色的新型农村社区。通过城乡政府、社区组织、社会力量以及广大农民群众的共同合力,保证新型农村社区健康、快速地发展,让农民群众参与进来,共同分享现代化成果。同时,建设新型农村社区要以人为本,必须充分保障农民群众的各种权利和利益,包括经济、政治、教育、文化、医疗、社会保障等方方面面。因此,保障农民群众的权益,是体现农民群众在新型社区建设中主体性地位的重要方面,也是实现"人的城镇化"的重要基石。

The construction of new rural communities is a beneficial exploration which can eradicate urban-rural dual structure and promote urbanization. It is carried out mainly through unified planning to integrate some rural villages and guide the farmers to abandon the original way of life and production. The new rural community is similar to the urban communities but with its own characteristics. Through the oint efforts of the urban and rural governments, the communities, the society force and the farmer ：hemselves, we should ensure the new rural communities to develop rapidly and healthily and more armers can be engaged in the process to share the achievements of modernization. Meanwhile, the onstruction should be people-oriented and the farmer＇s rights and interests should be fully ：uaranteed which can reflect the farmer＇s main body position and also is an important cornerstone in ealizing the ＂urbanization of people＂.
