Effectiveness of Social Organization on Institutionalization of Political Participation

政治参与制度化的涵义包含制度化参与以及参与制度化两个维度。这表明政治参与制度化的关键因素是制度供给以及制度效力的实现。除了政府的制度供给之外,社会组织对政治参与制度化起着重要作用。一方面,社会组织能够吸纳新兴社会阶层、规范网络政治参与以及完善参与渠道;另一方面,社会组织有利于提高政治参与制度的执行力,充分实现其效力。实现政治参与制度化的必要途径是政府与社会组织在互动过程中展开协同合作。

The meaning of institutionalization of political participation has two dimensions including institutionalized participation and institutional participation, which shows the key of institutionalization of political participation is the supplication of institutions by the government and the achievement of ef- fectiveness of institutions. The social organizations also have great effect on the institutionalization of political participation besides the supplication of institutions by the government. On the one hand, social organization can absorb the new social class, to rule the network political participation and to improve the channel of participation. On the other hand, social organization is favor of improving the ability of executing the institutions of political participation to achieve its effectiveness. The cooperation and accordance between government and social organization is necessity to the development of institutionalization of political participation.
