Review of the Proactive Fiscal Policy and Its Sustainability

为应对国际金融危机的负面影响,我国自1998年以来两度启用积极财政政策。通过分析两轮积极财政政策的实施内容,运用总体经济指标客观分析其实施效果,肯定积极财政政策在当时产生的正面作用。辩证分析积极财政政策的局限性及运用过程中产生的问题,并从经济持续增长与财政可持续性视角,在总结我国实践与借鉴西方国家成功经验后,提出相应对策与建议。

In response to the negative impact of the international financial crisis,China has implemented the proactive fiscal policy twice since 1998.The paper reviewed and examined the implementation of the proactive fiscal policy and then analyzed the effects of its implementation using overall economic indicators.The positive role of the policy was affirmed.Meanwhile,the limitations and policy implementation issues were then analyzed.At last,the paper proposed the corresponding countermeasures and suggestions from sustained economic growth and fiscal sustainability perspective after summarizing our practical work experience and learning from the successful experiences of western countries.
