武汉市促进低收入群体增收的社会支持体系研究

Research on the Social Support System to Improve Wuhan Low-Income Groups′Income Level

带领低收入群体走出困境,仅靠低收入群体脆弱的"关系网络"是不够的,必须搭建功能强大的社会支持体系。为此,武汉市建立了以"最低保障"为主线的扶助体系,不断升级临时性"福利补贴"制度,致力于提高低收入群体的增收能力。今后,将进一步丰富社会支持体系的功能,在保障低收入群体基本生活的前提下,落实针对低收入群体的各项权利和政策,为低收入群体提高就业(创业)能力提供制度条件。

It is not enough to lead the low-income groups out of poverty only depending on their fragile relationships network,and the government should build an effective system of social support.Therefore,in order to help the low-income groups obtain higher incomes,Wuhan has set up an aid system based on the minimum income relief,and put up the temporary welfare subsidy unceasingly.From now on,Wuhan will continue to boost the function of social support system based on the foundation of ensuring the basic living standard of the low-income groups,and carry out the policies which aim to help the low-income groups,protecting their legal rights,and making more policies to help the low-income groups find jobs or start their business.
