推动我国极小种群野生植物工程化保护的对策思考

Countermeasure Thoughts to Promote Engineering Protection for Wild Plants of a Tiny Population in China

我国于2012年3月发布了《全国极小种群野生植物拯救保护工程规划》(以下简称《工程规划》),希望通过采取工程措施,拯救、保护濒临灭绝的野生植物。推动我国极小种群野生植物的工程化保护,是国家在物种保护方面所做出的重要决策,顺应了生态文明建设的总体部署。国家和地方对实施《工程规划》存在着不同的认知,各地的措施力度和进展情况也不一样。为了推动《工程规划》的实施,建议从提高认识入手,抓好资金落实;从现实条件入手,抓好工程推进;从实际进展入手,调整规划内容;从扎实跟进入手,推进工作的进展。

In March 2012 our country issued the project planning for the protection and rescue of wild plants of national minimum population （hereinafter referred to as the project planning）, to save and protect endangered wild plants by engineering measures. Promoting engineering protection for wild plants of a tiny population in China is an important decision on species conservation; comply with the overall deployment of the construction of ecological civilization. National and local have different cognitions in implementation of the project planning, and also measures and progresses are different in various regions. In order to promote the implementation of the project planning, it is suggested that, from the perspective of the awareness, paying special attention to the implementation of funds; from the perspective of the realistic condition, paying special attention to the project forward; from the perspective of the actual progress, adjust the planning content; from the perspective of follow up steadily, promoting the progress of the work.
