摘要
协同创新中心绩效评价是"高等学校创新能力提升计划"实施的重要环节,也是协同创新中心机制体制改革的重要内容.本文研究了协同创新中心绩效评价学术评价和政府公共项目绩效评价的双重属性,选择美国联邦科研机构绩效评价和中国科学院科技评价改革进行案例研究,在此基础上构建了协同创新中心绩效评价整体逻辑框架,并提出了绩效评价的具体措施.
The performance evaluation of collaborative innovation union is an important link of implementation in ＂plan to improve innovation ability of university＂ and also important content of innovation mechanism reform. It analyzed the double attributes of performance evaluation of collaborative innovation union： academic evaluation and performance e- valuation of governmental public projects, and took the performance evaluation of the scientific research institution in the United States and science evaluation reform of the Chinese Academy of Science and Technology＂ as examples for case study, then constructed an overall logical framework to evaluate the performance of collaborative innovation union, and put forward some specific measures.
