河南省农业利用外资的现状、问题及对策

The Situation,Problems and Countermeasures of Using Foreign Capital in Agriculture of Henan Province

改革开放以来,河南省农业利用外资量逐年提高,其对河南农业发展起到了一定的推动作用,但河南农业利用外资来源结构分布不合理、资金规模小、资金到位率低,且农业引资主体实力弱,在一定程度上制约了农业发展步伐。需通过促进外资来源多样化、改善农业投资环境、加强项目资金监管、加大对农业的投入等措施促进河南省合理有效地利用外资,推动河南省农业发展。

Since reform and opening up, the agricultural utilization of foreign capital of Henan province increased year by year, which played a certain roles in promoting the development of agriculture in Henan province, but there are lots of problems , such as unreason-able structure of foreign capital sources distribution, the small capital scale, low availability rate of funds and fragile agricultural invest-ment subjects ,which restrict the pace of the agriculture development of Henan province to a certain extent.Therefore, we need to take reasonable measures, such as promoting source diversification of foreign capital, improving the agricultural investment environment, strengthening the special fund supervision, increasing investment in agriculture, to promote the rational and effective use of foreign cap-ital, so that the Henan province agriculture will develop at a high speed.
