报关从业人员资格管理制度改革对高职报关专业的影响及对策研究

The Influence of Customs Personnel Qualification Management System Reform on the Higher Vocational Customs Specialty and the Countermeasures

在政府简政放权的改革背景下,2013年10月海关总署决定对现有的报关从业人员资质资格管理制度进行改革,这必然对高职报关专业产生重大影响,该文在分析现阶段高职报关专业发展现状的基础上,对改革带来的影响进行了分析,总体来讲是既存在机遇,又面临危机。最后文章就如何抓住机遇、化解危机提出了相应的对策。

In the context of streamline administration and institute decentralization, General Administration of Customs decided to reform the existing customs personnel qualification management system. Such action will inevitably give great influence to the higher vo cational customs specialty. Having Analyzed the status quo of higher vocational customs specialty, the influence brought by the reform is discussed： generally there are opportunities and crisis. Finally we put forward suggestions on how to grasp the opportunity and the relative countermeasures.
