农业科技项目绩效评价中的定性分析

Qualitative Analysis of the Performance Evaluation of Agricultural Science and Technology Projects

随着国家科技经费投入的增加,农业科技投入绩效评价已经成为人们关注的焦点。农业科技项目具有社会性、应用性和长期性,其社会效果很难量化,因此,在绩效评价时有些内容必须采用定性分析。但定性分析也存在着一定的缺陷,为此可采取运用两组评价人员、关注评价结果、科学设置定性评价得分标准及权数、关注项目的"副产品"等措施,促进农业科技项目绩效评价定性分析的有效开展。

With the development of investment into the science and technology, the performance evaluation of the agricultural science and technology has become a great concern.The agricultural projects is characterized with its considerable sociality, applicability and chronicity.It is uneasy to assess its social value.Therefore, when con-ducting the assessment of the performance, some items such as the financial evaluation, social evaluation must be qualitatively determined.But the qualitative assessment cannot avoid some defects.To solve this problem, two groups of evaluators may be chosen, who will pay attention to the evaluation results, proper design of the perform-ance remark standardization, etc, so as to promote the effective conduction of the qualitative analysis of performance appraisal of the agricultural science and technology projects.
