沿海地区海洋经济综合发展能力评价研究

Evaluation of the Comprehensive Development Capacity of Marine Economy

采用目标树法设计了评价指标体系,运用功效系数法对原始数据进行了规范化处理,再通过计算各指标的变异系数确定权重,进而测算沿海地区各领域综合指数和海洋经济综合发展能力指数,并分析了能力较强的省份发展状况。结果显示,山东省发展能力居首位,各领域指数都较高,是全面发展型的省份,体现了综合发展能力强的省份不只是海洋经济本身发达,而是海洋资源、经济、环境、科技、教育等整体发展。

The paper designs the evaluation index system by adopting the ＂target tree＂ method, standardizes the original data by adopting the efficacy coefficient method, confirms the weight of each index by calculating its coefficient of variation of them, calculates the index of comprehensive development capacity of marine economy and the comprehensive index of each field by coastal regions, and analyzes the development status of the coastal regions with stronger development capacity. Comprehensive development capacity of Shandong marine economy is in the first place. Shandong＇s is an all-around developmental province for its indexes in all fields are higher. The research findings show that the province, whose comprehensive development capacity of marine economy is stronger, is provided with not only a developed marine economy itself, but also an overall development of marine resources, environment, economy, science and technology, education, etc.
