摘要
在当代资源过度开发对环境造成巨大压力,对资源需求的无限性和资源总量的有限性的背景下,开发可再生能源成为越来越紧迫的需求。随着风力发电的发展,陆地上的风机总数已经趋于饱和,海上发电是国际风力发电产业发展的新领域,海上风力发电场将成为未来发展的重点、趋势和方向。通过比较分析方法,分析欧洲海上风电产业概况、发展演进历程、战略比较分析、主要贡献和约束、经验比较等几个方面,总结可吸取的教训和成功的经验,以期对中国海上风能发展提出政策、法律、资金扶持等方面的对策与建议。
Over-exploitation of resources has caused great pressure on the environment nowadays. The development of renewable energy sources has become more and more urgent against the background of the unlimited demand for resources and the limited amount of them. With the development of offshore wind power generation, the total number of wind turbines is becoming saturated, and the offshore wind farm will be the focus of future development. Internationally, the wind power generation is a new field, new trend and new direction. Using a comparative analysis method, this paper analysed comprehensively the European wind power industry in aspects of industrial development, evolution, strategic analysis, main contributions and constraints, and experience, etc and put forward suggestions like policy, law and capital support to China through lessons and experience from the Europe.
