摘要
人事档案不仅对社会大有裨益,在一定时期内对个人的权利保障作用也不可替代,人事档案管理工作存在"重藏轻用"和"为管而管"的错误思想,档案信息利用性差。传统的人事档案管理模式严重制约了档案工作的开展,因此,人事档案管理改革应走实用和开放的道路,采用有限开放管理模式,加强人事档案的公共服务功能,提高人事档案的社会服务能力。
Personnel archives not only greatly benefit the society, but also play an irreplaceable role in personal right security in a certain period, but the current personnel archives management lays more emphasis on collection than application, leading to a low efficiency of archives information utilization. The traditional personnel archives management mode has greatly restricted its further implementation, therefore, personnel archives manage-ment reform should be oriented by a practical and open style, and the mode of restricted open management should be adopted to enhance the public service function of personnel archives and improve the social service ability of personnel archives.
