天津市海洋经济和海洋事业发展“十二五”规划中期评估研究

Research on the Mid-term Evaluation of the "12th Five-year" Plan for the Development of Marine Economy and Undertakings in Tianjin

通过对天津市海洋经济和海洋事业发展"十二五"规划的中期评估,认为《天津市海洋经济和海洋事业发展"十二五"规划》主要指标多数达到时间过半、目标任务过半的要求,部分目标提前完成,主要建设任务进展顺利,规划任务基本或部分完成的比例达到80%。《规划》实施以来,天津市海洋经济和海洋事业各项工作取得显著成效,但同时经济结构性矛盾突出、资源环境压力较大等问题不容忽视。为推进《规划》实施,提出《规划》实施后半期要加快推进海洋经济科学发展、提高海洋环境保护和海洋防灾减灾能力、全面提升海域管理水平、加快基础设施建设步伐等政策措施,以及完善规划编制与评估机制的对策建议。

Through the mid-term evaluation of the ＂12th Five-year＂ Plan for the Development of Marine Economy and Undertaking in Tianjin, it is concluded that the majority of key indicators have satisfied the requirement that more than half of the goals and tasks have been completed over half of the scheduled time, with some ahead of schedule, the major construction tasks are progressing smoothly, and the proportions of the planned tasks completed partially or substantially is close to 80%. Since the implementation of the Plan, various tasks in marine economy and undertakings in Tianjin have made remarkable achievements, but the problems such as outstanding economic structural contradictions, greater pressure on the resource and environment cannot be ignored. To promote the Plan implementation, the paper proposes for the latter half period of Plan the policies and measures for implementation, raising the level of sea area management, and quickening the step of infrastructure construction etc., as well as counter measures as suggestions on im- proving planning and evaluation mechanism.
