人才集聚环境指的是某一地区能够吸引人才到本地工作且能长久为本地服务的多种宏观环境要素的总和。中国有二百八十多个地级城市,它们在人才集聚环境方面存在诸多共同特点。针对这些特点,要采取多种措施优化人才集聚的政策环境、经济环境、文化环境、人文舆论环境、生活环境。

The talents gathering environment refers to a combination of various macro-environmental factors which can enable the area to have the access to attract many talented people who are willing to work there and serve the people there. In China, we can find more than 280 such kind of cities and they have a lot in common with each other in the talents gathering environment. For these characteristics, a variety of effective measures should be taken to optimize the environment for talents in policies, economy, culture, civilization and daily life.
