摘要
南水北调中线干线工程线路长,投资大,征迁安置范围广,各类建筑物多,参建单位和参建人员多,协调难度大,建设任务艰巨,精细化管理程度要求高,面临的创新性挑战多,工程建设管理极为复杂。在工程建设管理的实践中,建管体系复杂,设计工作滞后,工程沿线外部环境复杂,各种利益主体诉求多,标段划分不合理,监理工作薄弱,投资控制难度大,是影响工程建设管理工作的深层次问题。加强项目建设总体安排,提高勘测设计工作质量,加大政府协调力度,统筹工程沿线经济社会发展,调动大工程集团优势,发挥工程监理作用,加强工程建设全过程投资控制是提高工程建设项目管理效果的有效途径。
The middle route of south-to-north water diversion project was characterized by huge scale,large investment and too many con-tractors,so that the project construction management and coordination was very complicated and was faced with many problems and challen-ges. There were some underlying problems on the project construction management as follows. The construction system and external environ-ment around the project was complicated,the design work lagged behind the plan,the work of engineering supervisions was weak,the invest-ment control was difficult and some contracts was too small. In order to improve the project construction management,some effective meas-ures must be taken,such as strengthening the project’s overall arrangement,enhancing the work of design,increasing government’s coordi-nation,taking into consideration the economic and social development,mobilizing large engineering company’s advantages,giving play to the role of engineering supervisions,and paying high attention to the whole process of investment control.
