欧洲中央银行金融统计立法经验及对我国的启示

Legislative Experience of Financial Statistics of ECE and Its Revelation to China

随着中国金融业的快速发展,各行业间的融合不断加深,对金融统计数据的需求日益迫切。欧央行作为负责欧洲中央银行体系和欧元区统计信息的收集、编制和发布等工作的主要部门,其金融统计立法具有立法体系完备、统计范围广泛、指标体系科学规范等特点,有许多值得我国学习和借鉴的地方。本文通过对欧洲中央银行金融统计立法进行系统梳理和归纳,对欧洲中央银行金融统计立法及实务操作方面的经验进行了总结,对照我国金融统计立法实践中存在的困难和问题,以期对我国金融统计立法工作提供借鉴。

With the rapid development of financial industry of China, the fusion among industries is deep- ening, we need of financial statistics more and more. As the main sector responsible for collecting, compiling and releasing statistical information, the financial statistical legislation of ECB has characteristics such as complete legislation system, comprehensive statistical range, scientific and standardized index system, it has lots of experience worth our reference. By the analysis of legislative experience of financial statistics of ECE, we summarize the financial statistical legislation and practice experience of ECE. Contrast of the difficulties and problems in China~ legislative practice of financial statistics, it provides a reference for our country.
