农业现代化视角下的科技人才保障机制探讨——以扬州市为例

Study on the Guarantee Mechanism of Sci-tech Talents from the Sight of Agricultural Modernization——Taking Yangzhou as An Example

农业现代化的核心动力源于科技人才。经过实地走访调查发现扬州市的农业科技人才队伍建设还无法满足现代化农业发展的需求,存在人才总量偏少、整体水平偏低、科研创新能力较弱,财政投入力度不够、激励措施不到位等问题。为此,扬州市应按照现代化新型农业发展的总体要求,从农业科技人才队伍建设的宏观与微观层面入手,通过建立双重政策机制、多元资金体系、综合培养模式、灵活引进机制及高效激励机制,完善农业科技人才保障机制,为扬州市农业现代化建设服务,更好地建设社会主义新农村。

Sci-tech talents are the core power of agricultural modernization.Through on-the-spot visits,it was discovered that the agricultural high-tech talents in Yangzhou can hardly meet the demands of agricultural mod-ernization.They＇re inadequate in four aspects：the overall quality,the innovation capability,the financial in-put and the incentive measures.In consequence,the government of Yangzhou should act from macroscopic and microscopic levels according to the general requirements of modern agriculture.By establishing dual policy mechanism,diverse funds system,comprehensive cultivation pattern,flexible introduction mechanism and ef-ficient incentive mechanism and so on,a full-scale guarantee mechanism of agricultural sci-tech talents can be established.And it will be greatly helpful to the construction of modern agriculture and new socialist country-side in Yangzhou.
