廉政文化建设视域下地方本科高校政府采购刍议

Discussion of government procurement of the local colleges and universities for the construction of a clean and honest government

地方本科高校作为我国高等教育的重要组成部分,实行物质设备政府采购工作对提高学校资产使用效率、防止腐败现象发生具有重要的意义。文章从廉政文化建设角度论述了学校在参与政府采购工作中实施廉政文化建设对于规范政府采购各环节工作、提高采购工作透明度和效率、打击腐败行为、树立学校良好形象具有现实意义。在此基础上,提出了政府采购过程管理中建立廉政制度文化、培养廉政文化理念、实施过程动态管理、加强后期档案管理等廉政风险防控和廉政文化建设的对策建议。

As an important part of Chinese higher education, local colleges and universities employ procurement of the material and equipment , which is significant to improve the efficiency in the use of school assets and prevent corruption. This paper discusses the implementation of school culture construction to standardize the government procurement various links work, improve the transparency and efficiency of procurement, fight corruption, establish a good. image of the school has practical significance in the participation in government procurement from the perspective of cultural construction of honest and clean government. On this basis, the author puts forward some suggestions for risk prevention and control and the construction of a clean and honest government as to the system euhure, cultivation of the cultural idea, dynamic management in the process, strengthening of the subsequent archives management.
