科研绩效评价的研究和分析有着重要的理论意义与实用价值。国外高校科研绩效评价以科研质量和国际认可度为依据,合理运用同行评议,从评价标准、指标、方法方面建立和完善评价体系。我国科研绩效评价处于起步阶段,科研绩效评价在评价标准、指标和方法方面存在不足,借鉴国外科研绩效评价的成功经验,致力于科研绩效评价的研究工作还有待进一步深入。

Performance evaluation and analysis of scientific research has an important theoretical and practical signifi- cance. The research performance evaluation by overseas universities is based on the quality of scientific research and the inter- national recognition. The overseas universities have established a well-run evaluation system from the aspects of evaluation cri- teria, indicators, and methods by a rational use of peer review. In contrast, research performance evaluation in China is still in the initial stage. There are several inadequacies in the evaluation criteria, indicators and methods. Therefore, it is very impor- tant for us to further carry out the work of the research performance evaluation in according to the successful experience of re- search performance evaluation by overseas universities.
