Implement and Discussion of Pollutant Discharge Permit System in Wujin District of Changzhou

The progress situation of pollutant emission permit system in Wujin District of Changzhou was introduced. The de- fects such as legislation later than practice, lack of standardization of accounting method of pollutant amount and allocation of the a- mount, incmprehensive of license scope, advancing slowly, inadequate of supervision after license were discussed. Some suggestions were provided, such as strengthening legislation, unveilingauthoritative accounting method of pollutant amount and allocation of the amount and strengthening the supervision after license.
