经济平稳增长下江西省2020年碳强度目标设计与分解研究

Regional Allocation of CO_2 Intensity Reduction Targets under Balance Growth in Jiangxi Province by 2020

在保证经济平稳增长条件下,把碳减排目标分解到不同的地区将是制定碳减排政策首先需要解决的问题。通过对碳排放空间格局演变分析发现,江西省逐渐处于高碳锁定的趋势。在经济最优增长路径下,从碳减排的无偏好、经济能力、减排责任、减排效率原则方案对江西碳减排目标进行分解表明,萍乡、九江和新余通过碳强度目标的分解能较好地兼顾经济能力、减排责任与效率,但按照效率原则将导致这些地区承受较大的经济负担。

To ensure the balance economic growth, how to achieve Jiangxi Province carbon intensity reduction target was the key of policy making. Firstly, the carbon emissions in Jiangxi Province was analyzed the evolution of spatial pattern to be in high carbon locked trend gradually. By overall consideration, carbon emission reduction, emission reduction responsibility, economic capacity reduction efficiency principle scheme of decomposition, the results showed that, under the optimal economic growth path, Pingxiang, Jiujiang and Xinyu were consideration of economic capacity, emission reduction responsibility and efficiency, but it would lead to the areas bear a greater financial burden.
